How IUEC recruitment windows work, and why timing matters

The single most common reason people miss out on an elevator apprenticeship has nothing to do with the test. They find out about a recruitment after it has closed.

Recruitment rules and test formats are set by NEIEP and the locals, and they change — always follow the guidance issued with your own recruitment.

Recruitment is not continuous

Most trades let you apply whenever you like. The IUEC does not work that way. NEIEP states that recruitments are held once everyone on the existing list has been hired, or when the list expires — and lists expire every two years.

Each local runs its own recruitment on its own schedule. So the question is never "is the IUEC recruiting" but "is my local recruiting, and when did it last open".

Windows are short and capped

When a window does open it can close remarkably fast. IUEC Local 23 in Portland opened applications in 2025 and reached its cap of 750 applications in under two days, according to a report in the labour press — the first time it had hit the maximum.

Other recruitments are smaller. One New York local advertised a recruitment for ten apprentices over a month-long window. The pattern varies by local and by how much work the area has.

What this means for you

1. Find your local now. NEIEP runs a recruitment portal listing participating locals, their status and the next tentative opening. Knowing your local's name and cycle is step one.
2. Have documents ready. Your high school diploma, GED or equivalent has to be submitted with the application. NEIEP says applications missing documentation are rejected. Do not be scanning paperwork while the cap fills.
3. Do not wait for the window to start preparing. If the test is two weeks after the application closes, two weeks is all the preparation you get. People who start when the window opens are already behind.
4. Consider more than one local. Recruitment timing is regional. If you can reasonably travel, a neighbouring local opening this year beats waiting two years for your nearest.

Being on the list is not being at work

Worth setting expectations. Passing the test and interviewing well puts you on a ranked list, but locals only take apprentices on when contractors have work for them. From one local's 2023 intake, roughly 224 people made it onto the list and around 65 were put to work.

Your ranking is what decides how long that wait is, and your ranking comes from the interview. That is the argument for treating the interview as seriously as the test.
